Does anyone know how I can go about filing harment charges against a school?

Twice now school has called child protective services on me and both times the allegations were proven to be false. Both Social workers who came to my home agree that the school is haring me. My son is disabled having Down Syndrome and doesn't speak. I can't find anyone with the experience in dealing with a situation like this.
